Pick the house first
The house is the strongest signal a wizarding name carries. "Cassius Blackthorn" reads Slytherin before you've written a line of dialogue; "Tilly Bramblewood" reads Hufflepuff. Choose the house, then let the name argue for it.

Let the surname carry the blood status
Pure-blood surnames are old, landed and repeated across generations — Rosier, Greengrass, Fawley, Yaxley. Muggle-born characters have surnames like Granger, Creevey and Thomas. Mixing the two on purpose is how you write a family with something to hide.

Steal from Latin and the night sky
The Blacks named children after stars (Sirius, Regulus, Bellatrix, Andromeda) and half the spellbook is schoolboy Latin. A constellation or a Latin verb is the fastest route to a given name that sounds canon without copying one.

Say it out loud in a duel
Wizarding names get shouted across a courtyard. If it takes two beats to say or dies in the mouth, it will read badly in every action scene you write. Two or three syllables with a hard consonant travels furthest.

Don't reuse a canon name
An original character called Hermione or Snape starts every scene fighting the reader's memory of somebody else. Land near the canon patterns, not on top of a canon name — and check the wiki and AO3 before you commit.
